I'd argue that a blunt weapon would be more effective, pulverizing the head. The problem with an axe is that there is a not so little chance to miss or for the blade to slip. It's effective too, sure, but a big ol' club with sufficient force would've been even better.

Is Taguchi thinking of killing Meguro so he can stay as a trusted mole in Kyoranko, while also having lowered its fighting strength towards Kilihito, due to the death of Nikaku? I really don't think Tanzawa gave a single fuck about Meguro anymore. He left the group, and to Tanzawa, that means he's "out." He had his goons "protect" Meguro for the sake of provoking Kyoranko to attack him, thus tricking them into exposing themselves in order to kill someone who wasn't even participating in the war. Likewise, he may be manipulating Taguchi, knowing he'll do anything to ultimately prove his loyalty and be allowed back "in."
